Same problem here. My configuration:
System: ubuntu-oneiric-11.10-i386-server
Ruby: ruby 1.8.7 (2011-06-30 patchlevel 352) [i686-linux]
RubyGems: 1.3.7
Http-server: nginx/1.2.3
App-server: unicorn-4.3.1

i fixed the problem a different way basically I commented out the if clause here

~/.rvm/gems/ruby-1.8.7-p371/gems/declarative_authorization-0.5.1/config/routes.rb:5

routes.draw do |map|
if Authorization::activate_authorization_rules_browser?
map.resources :authorization_rules, :only => [:index],
:collection => {:graph => :get, :change => :get, :suggest_change => :get}
map.resources :authorization_usages, :only => :index
end

for more details see

http://stackoverflow.com/questions/16162610/declarative-authorization-cant-call-authorizationactivate-authorization-rules
I was also getting the error uninitialized constant Authorization and then I commented out the below code as abbood described.
=begin
routes.draw do |map|
if Authorization::activate_authorization_rules_browser?
map.resources :authorization_rules, :only => [:index],
:collection => {:graph => :get, :change => :get, :suggest_change => :get}
map.resources :authorization_usages, :only => :index
end
end
=end

and then I migrated the database and worked fine.
